I am replying to your letter of 1st December on the subject of your application for ex ratia payment under the above Scheme.

A leaflet is enclosed detailing the Scheme and you will see that payments are limited to persons who return permanently to the United Kingdom. As it is apparently your intention to settle in Eire, I am afraid that you are not eligible for consideration.
